Abstract


SMEs is often omitted from HR literature, although it is found play as the engine of economy. It is also related with entrepreneurship and innovation, because of people management process inside. However, the effect of HRM on employee and organizational commitment is becoming “a black box” that struggle to open in almost 30 years due to prescription’s view to HRM practices as a bundle using content approach. Process approach with attribution theory often neglected from the study. Therefore, there is the call for more focus to SMEs in studying HRM that generate innovative behaviour by using process approach to figure out what is happened between HRM practices, innovation, and growth in SMEs and finding the bundle of HRM practices that can be applied to foster innovation and growth in less growing and less innovative SMEs. Hence, the study will fill the gap of the study of HRM in SMEs and also enriching the literature of HRM-process approach
